Fiji is strategic location for Vanuatu trade and investment interest because of the close market for goods and services trade which makes it favourable for Vanuatu. The country is seen as the centre of trading connecting the Pacific region to the world in communication and transportation (by air and sea) routes. Vanuatu is a member to the Pacific Island Countries Trade Agreement (PICTA), Pacific Agreement on Closer Economic Relation Plus (PACER+) and the Melanesian Spearhead Group trade agreement (MSGTA), a dynamic agreement that is working well for both countries including other MSG parties. The Preferential trade arrangement could benefit Vanuatu comparative advantage on its merchandise trade related products, services, investment and labour movement that are niche market in Fiji.

The mission is overwhelmed to pursue this interest and linking opportunities to private sectors through its connection and collaboration effort achieving a sustainable development. Pacific Labour Scheme

The Pacific Australia Labour Mobility (PALM) scheme allows eligible Australian businesses to hire workers from 9 Pacific islands and Timor-Leste, including Vanuatu, when there are not enough local workers available.

Through the PALM scheme, eligible businesses can recruit workers for seasonal jobs for up to 9 months or for longer-term roles for between one and 4 years in unskilled, low-skilled and semi-skilled positions.

The PALM scheme helps to fill labour gaps in rural and regional Australia and nationally for agriculture and select agriculture-related food product manufacturing sectors by offering employers access to a pool of reliable, productive workers. It also allows Pacific and Timor-Leste workers to take up jobs in Australia, develop their skills and send income home.

Seasonal Workers Programs

The Seasonal Workers Program or SWP is known as the Australian program that provides short term employment under the Labour Mobility Program. The term of employment under this program is 9 months maximum around the sector of Horticulture and Viticulture, Hospitality and Poultry farm.

The Seasonal Workers program started in 2009 with a pilot and in August 2012 the signing of the MOU to fully engage in the program and September 2015 another signing for the expansion for SWP including removing the annual limit on the number of seasonal workers who can participate, and expanding the program to the agriculture industry and the Hospitality industry in selected locations. 

There are two types of recruitment provided under the Seasonal Employment Act of 2007 (SEA no of 2007) and that is through (1) local Agents and (2) Direct Recruitment – where employer come to Vanuatu and directly involve in recruitment.
